Governance, Elections and Engagement:
Getting it right from the start
The Electoral Reform Services Group has been providing balloting and governance services to NHS bodies since 2001.
With authorisation for Clinical Commissioning Groups (CCGs) now in sight the need for robust governance arrangements, public accountability and inclusive patient engagement has never been greater.
We invite CCGs to take advantage of our unique set of skills and expertise combined with an unrivalled reputation for independence and integrity.
Together, ERS and its subsidiary company MES can work with you towards authorisation and future election and engagement needs.
Board elections
ERS is the UK’s most experienced independent supplier of election services. Since the Health and Social Care Bill and the subsequent 2012 Act we have assisted numerous clinical commissioning groups with board and shadow board elections.
ERS will ensure that commissioning board elections are run in a transparent and fair way. We have a clear understanding of good governance and best practice in the NHS and beyond. Our breadth of knowledge and experience ensures we bring the very best to any election process.
As part of Domain 4 in the authorisation guidelines it is stated that CCGs should ‘operate with maximum transparency and accountability, rigorous enough to withstand challenge as statutory bodies’. Only a board election run by ERS offers unrivalled robustness and integrity. We can run your elections safely and securely in a variety of ways:

Public and patient engagement
MES has been working with the NHS since 2006. We help over 100 NHS organisations to engage with their members, patients and communities.
In 2008 we designed the ‘accord’ model for North East Lincolnshire Care Trust Plus. Since 2009 they have been putting patients and public at the heart of the commissioning cycle.

MES is already partnering with CCGs and business support units, helping them on their way to authorisation and beyond. We can help your CCG to achieve ‘Meaningful engagement with patients, carers and their communities’ in a number of ways.
Pre Application Phase
- Creating structures to engage groups and communities big and small. We offer both planning and delivery and use a range of channels and approaches.
- Gathering and monitoring information to help you act upon patient feedback.
Assessment and beyond
- Analysis of your data for developing commissioning intentions. Mapping of your constituencies, communities and groups.
- Compiling case studies and evidence to be used as part of the authorisation process. We have planned, delivered and supported numerous public consultations as part of successful foundation trust applications.
Each and every project is unique and we can help you as much or as little as you need. We have a number of products, tools and services to help you engage:
